Letter to the EPSCO Council on re-orientating the focus of the Annual Growth Survey

Reorientate the focus of the Annual Growth Survey to make social policies the driver of European economic governance.
At your EPSCO Council meeting of February 28, you will discuss the Annual Growth Survey (AGS) for 2013 and formulate recommendations towards the EU Spring Council of March. Unemployment is still increasing and the number of people at risk of poverty or social exclusion now accounts for nearly one-fourth of the population. In this context, the European Semester should
focus on improved public spending, both in terms of quality and quantity, to reach the objectives of the EU 2020 Strategy on employment, poverty and social exclusion and education.
