Over the Line campaign

It is estimated that 1 in 5 people in the EU are living at risk of poverty or social exclusion.

If the EU is to reduce the number of people at risk of poverty or social exclusion by at least 15 million by 2030 (one of three EU-level social targets) it needs social protection that works for all.

Why we need action on poverty

In 2023, 94.6 million people in the EU, or 21% of the population, were at risk of poverty or social exclusion. This includes those facing at least one of three key challenges: risk of poverty, severe material and social deprivation, or living in a household with very low work intensity. The risk was higher for women (22.4%) than for men (20.3%), and it was particularly pronounced among young adults aged 18 to 24, with 26.1% at risk.

According to Eurobarometer 2024, fighting poverty and social exclusion is a top priority for EU citizens across all member states. This underscores the need for more effective action. Current policies are insufficient, and a more robust and coordinated approach is essential to meet the EU’s 2030 targets and ensure no one is left behind.

What is minimum income?

Minimum income schemes are one of the last defences against poverty for people in vulnerable situations. While schemes vary from country to country, they consist of a package of benefits and services that form a safety net for people who, whether in or out of employment, would otherwise lack sufficient resources to live in dignity. Minimum income schemes are designed to ensure a minimum standard of living for all, however, this is not always guaranteed.
